What PonVPN is
PonVPN sells VPN access as configuration files for OpenVPN, WireGuard, Shadowsocks, VLESS, VMess and Trojan, managed through a website account or a Telegram bot, with servers listed in six countries. Its terms require an account, and the privacy policy limits personal data to an email address "if provided" (which is not verified) or a Telegram ID, and says session and connection logs are not kept. The balance is topped up in Monero directly or in other cryptocurrencies through the CryptoCloud gateway. No company or operator is named on the site.
